Overview of the BCPSAB

​The Bournemouth, Christchurch and Poole Safeguarding Adults Board (BCPSAB) has been set up to improve the safety and well-being of adults who might be at risk of harm. It does this through joint leadership and working together.
In April 2021 the Board welcomed a new Independent Chair, Siân Walker. Siân is driven by a passion for excellence, ensuring all services to vulnerable people are person-centred, easy to access and more importantly promote independence, while making sure people are safe.

The Board meets every 3 months. They make sure: 
  • There is good communication with the public and staff, and they know how to recognise and report harm to adults at risk.
  • Agencies work together to reduce risk, prevent harm and protect adults at risk 
  • National policy and guidance are being followed locally 
  • Local policy and procedures are agreed and followed
  • Activities between agencies are co-ordinated.
  • Joint training is encouraged and arranged
  • Safeguarding practices are improved, monitored and reviewed
  • Ways of working are developed which will improve the support Bournemouth, Christchurch and Poole residents receive across the community to live a life free from abuse. 
  • Lessons are learned when people have not been adequately protected
  • People who use services and carers are listened to and their views influence practice
The Safeguarding Adults Board works with other Boards to improve the safety of residents, such as the BCP Learning Disability Partnership, BCP Community Safety Partnership and Pan Dorset Safeguarding Children Partnership.

The Safeguarding Adults Board produces an Annual Report. It reports to the Overview and Scrutiny Committees of the Council as well as local Strategic Partnerships.

Working subgroups of the Safeguarding Adults Board

​There are three working subgroups. Each subgroup is chaired by a member of the Board.  All of these work across Dorset as well. These have been set up to deliver the Board's work plan.
 

Community Engagement Group

This group is to ensure that adults with care and support needs, their carers and the local community, have their views heard and contribute to the development of safeguarding adults’ practice. The group is chaired by Healthwatch Dorset to provide independence and to ensure group members views are reflected in the work the Safeguarding Adults Board undertakes to improve outcomes for  people who use safeguarding services.

The Quality Assurance Subgroup

This group enables the Board to oversee the quality of its safeguarding activity The group makes sure there are effective checks and monitoring systems. It produces regular reports to the Board. This makes sure that a consistent approach and good quality of safeguarding provision is maintained across all partner organisations.

Safeguarding Adult Review Subgroup

In addition to the three safeguarding working groups, there is also a Safeguarding Adult Review subgroup which works across Dorset, Bournemouth, Christchurch and Poole Safeguarding Adult Boards. A Safeguarding Adult Review is a process for all partner agencies to identify the lessons that can be learned from complex or serious Safeguarding Adults cases. The subgroup recommends changes to improve practice in the light of these lessons learnt.

The aim of the process is to learn lessons and make improvements. The process is based on national guidelines and has been agreed by all agencies who are members of Bournemouth, Christchurch and Poole Safeguarding Adults Board. 
 

When do you hold a Safeguarding Adult Review?

​The Dorset and Bournemouth, Christchurch and Poole Safeguarding Adults Boards have a Protocol based on national guidance, which sets out the criteria for holding a Safeguarding Adult Review. The Safeguarding Adult Review Subgroup considers referrals for Safeguarding Adult Reviews. It makes recommendations to the Independent Chair of the Board on whether a Safeguarding Adult Review should be held or if other steps can be taken to respond to the issues that have been raised by the case. Anyone can make a referral to the Safeguarding Adult Review Subgroup by contacting the Independent Chair of the Safeguarding Adults Board.
 

Safeguarding Adults - Safeguarding Adult Reviews (previously Serious Case Reviews Reports)

It was agreed that findings from Safeguarding Adults Reviews (previously Serious Case Reviews) should be shared as widely as possible in order to improve learning and practice.
