MULTI-AGENCY SAFEGUARDING ADULTS PROCEDURES FOR THE PROTECTION OF ADULTS WITH CARE AND SUPPORT NEEDS IN BOURNEMOUTH, CHRISTCHURCH & POOLE - UPDATED NOVEMBER 2021

The Bournemouth, Christchurch and Poole Safeguarding Adults Board together with the Dorset Safeguarding Adults Board have reviewed and rewritten the Safeguarding Adults Policy and Procedures to ensure that these are compliant with the Care Act 2014, and the associated Care Act guidance and 2015 update.

Safeguarding Adult Review (SAR) Referral Form
A completed SAR Referral Form is required to submit a case for review by the SAR Subgroup. The information requested helps the group reach a decision as to whether a case meets the SAR criteria, as set out in the Care Act 2014.

Carers and Safeguarding Report
This briefing provides an update of the ADASS Advice for frontline workers. It is intended to be used as a practical tool and does not seek to amend or replace existing statutory guidance that may be in place. The briefing will support the improvement in practice regarding safeguarding adults as well as safeguarding their carers.

Allegations against People in Positions of Trust (PiPoT)
Appendix 18 of the Multi-Agency Safeguarding Adults Procedures summarises how allegations against people working with adults with care and support needs should be dealt with, this includes employees, volunteers and councillors. The process to follow, in the form of a flow chart, is also included (Appendix 18 PiPoT)

​Document Retention Policy and Destruction Schedule
The Document Retention Policy and Destruction Schedule provide guidance for the Dorset and BCP Safeguarding Adults Boards as to how long documents that have been gathered or produced as part of their business be retained and when they can be destroyed. Partner organisations will have their own equivalent guidance, and these must be followed by those organisations.

Transitional Safeguarding Position Statement
The purpose of this statement is to ensure that contemporary issues for transitioning adults are understood, that timely referrals are made between children’s and adult services, and that positive joint working practices are embedded and effective across the partnerships. This statement relates to those young people transitioning out of Children’s Services, as well as those transitioning to support from or other services.

​Self-Neglect and Hoarding 
A range of documents that will support practitioners when working with people who may meet the criteria for self-neglect and/or hoarding. The guidance, Professional Checklist and meeting notes can be found in Appendix 2 of the Procedures.

Self-Neglect Toolkit - This toolkit aims to ensure that practitioners are equipped with methods of working with people in a manner that is meaningful and coordinated. The Toolkit must be used in conjunction with Bournemouth, Christchurch and Poole​ and Dorset Safeguarding Adults Boards, Self-Neglect and Hoarding Multi Agency Guidance.

Standards for Essential Safeguarding Adults Skills Training (V4.1)

Its aim is to provide guidance to managers and their organisations and to set a standard with regards to the content required in safeguarding adult training. This will ensure that staff acquire the appropriate knowledge, understanding and capability to safeguard adults at risk from harm.  This document outlines a specific set of standards which give guidance to organisations on the content required in essential safeguarding adults skills training. The standards are based on the National Capability Framework for Safeguarding Adults and are available on the Bournemouth, Christchurch and Poole Safeguarding Adults Board website link below and Dorset Council website to download.

Training Strategy
The Training Strategy aims to provide information on the required safeguarding training for all partners of the SABs, enabling them to undertake their roles as either commissioners of services, service providers, carers, or volunteers. Defining the required training will enable the Dorset and BCP SABs to seek assurance from partners that the workforce is trained to the specified standards, in accordance with their roles.
